The Forum for Gender, Law, and Policy, headed by Prof. Noya Rimalt and Prof. Shulamit Almog, was established in 2014 as part of the Faculty of Law at the University of Haifa. The Forum is the first academic platform of its kind in Israel for the promotion of gender-related research, teaching, and public policy initiatives and discussions. The Forum’s mission is to develop a public agenda to reduce gender inequality while focusing on law as the major tool for promoting women’s empowerment and gender equality in Israel.

In addition to its advocacy for gender-related legal and policy reforms, the Forum encourages deliberations of gender justice issues with various stakeholders and partners including government officials, legislators, academic scholars, and feminist NGOs in Israel and around the world.

Bring Them Home
One hundred and thirty five abductees, women, men, infants, children, and elderly, are being held in captivity by Hamas terrorists since October 7, 2023. Among them there are women who are likely to be exposed to physical and sexual abuse, elderly who suffer chronic diseases and are in desperate need for their medications, and young children, babies and toddlers, some of them without their parents. So far, no information has been provided regarding the abductees’ physical or mental condition. Some are most likely to suffer from severe injuries after the violence they have undergone in the brutal attack. The thought of what they are all going through is unbearable and heart-wrenching. We join the families and others in Israel and around the world with the call to release all hostages immediately
Gender-Based Violence at War
Since October 7 more evidence is being revealed regarding atrocities of sexual harassment, assault and rape that have been committed by Hamas terrorists against Israeli women during the horrific attack. The evidence clearly constitutes war crimes and crimes against humanity. The Forum for Gender, Law, and Policy calls on women's organizations worldwide and the international community, to denounce the support manifestations of the Hamas terror organization, and to condemn all war crimes committed against women and girls as part of the murderous massacre by Hamas on October 7, 2023

Under-representation of Women in Decision-Making Bodies during the War
Women and girls are directly affected by wars in various aspects, among which are education, domestic violence, employment, health, welfare systems and mental health. In this context, the absence of women in decision-making bodies in Israel is not only a violation of formal justice and the principle of gender equality, but also undermines the effectiveness of the decision-making processes themselves. The Forum for Law, Gender and Policy joins the call of women's organizations coalition for adequate and equal representation of women in decision-making foci
